This is a henchman. He works for Professor Mortimer Von Hinkystein, an evil mad professor that lives in a tiny island in the bay of Hinky Fluff Island. He regularly sends out his henchmen to wreak havoc on Hinky Fluff.
This particular henchman is a head henchman that leads the armies to strike. They often have bloody battles with ninja barnacles when they land on the shore.
